The Australian Maritime Safety Authority (AMSA) is seeking views about two matters open to consultation.
First, draft Marine Order 3 (Seafarer Certification) is to:
- specify standards of competence to be attained and other conditions to be satisfied by a person to be a qualified master, officer or other seafarer under the Navigation Act 2012 (Cth); and
- give effect to the Standards of Training, Certification & Watchkeeping (STCW) Convention.
AMSA has substantially redrafted marine order 3 and invites submissions on the consultation draft by 28 August 2013.
The consultation draft marine order 3 and a consultation discussion paper are available here.
Second, AMSA is reviewing and rewriting the National Standards for Commercial Vessels, a task expected to take up to three years.
Early comment is invited on discussion papers about specified standards listed on the AMSA website, with consultation on some discussion papers closing on 23 August 2013.
